Absract: The article focuses on main questions of theoretic orthography. According to the theory of self-developing system, a codifier is one of many factors that determine the probability of the scenario of further changes. Implementation of one of the possible scenarios is presented both as artificially created (the result of the conscious activity of the authority) and as a result of natural development. It does not diminish the responsibility of the codifier; on the contrary, his/her intervention should be deliberate, should set clear goals and develop a strategy for the management of the self-developing system. This basic strategy is based on adequate purpose of management, control method and the nature of the control process. The article discusses key criteria of standardization in terms of the theory of self-developing system.
